Eight people arrested in Kilifi to face charges in Sh2 million SHA fraud case

The charges against the clinic include conspiracy to commit a felony, fraudulent alteration of information, acquisition and use of proceeds of crime, and cheating.
The Office of the Director of Public Prosecutions (ODPP) has ordered the prosecution of eight individuals and a Kilifi-based medical clinic accused of defrauding the Social Health Authority (SHA) of over Sh2 million.
According to the ODPP, the directive follows a detailed inquiry file submitted by the Directorate of Criminal Investigations (DCI) on October 1, 2025. The DCI’s investigations found that the clinic and its staff were involved in activities that included submitting falsified medical claims and manipulating patient records under the Social Health Insurance scheme.

Following an independent and thorough review of the inquiry file, the Director of Public Prosecutions concluded that there was sufficient evidence to press charges against Jambo Jipya Medical Clinic, its directors, and employees.
The charges against the clinic include conspiracy to commit a felony, fraudulent alteration of information, acquisition and use of proceeds of crime, and cheating.
“Jambo Jipya Medical Clinic in Kilifi County, which submitted Sh2,032,680 worth of fraudulent claims, is to be charged with conspiracy to commit a felony, fraudulent alteration of information, acquisition and use of proceeds of crime, and cheating,” the ODPP said in a statement.
Directors Patrick Kimuyu Kanya and Faith Chepkururi Bii are also facing multiple charges, including conspiracy to commit a felony, fraudulent alteration of information, and acquisition and use of proceeds of crime.
Employees Steven Okinyi Ojwang, Justine Baraka Glen, Maina Macharia, Pauline Wanjiru, and Nadia Mbeyu will be charged with offences ranging from conspiracy and fraudulent alteration of information to knowingly making false statements, forgery, and uttering false documents.
The total value of the fraudulent claims under investigation is Sh2,032,680.
The ODPP has reiterated its commitment to exercising its mandate in accordance with the Constitution and relevant laws, emphasising that public resources must be protected and individuals or institutions found misusing them held accountable.
